১৪ আগস্ট ২০২৬ সকাল ৮টার দিকে চট্টগ্রামের সীতাকুণ্ডের ফেরদৌস স্টিল শিপ ব্রেকিং ইয়ার্ডে পুরোনো LNG পরিবহনকারী জাহাজ কাটার সময় বিষাক্ত গ্যাস ছড়িয়ে অন্তত ৯ জন শ্রমিক নিহত এবং আরও ১০–১২ জন শ্রমিক অসুস্থ ও আহত হয়েছেন। বেলা মর্মান্তিক গ্যাস দুর্ঘটনায় গভীর শোক ও তীব্র নিন্দা জানাচ্ছে।
এটি কোনো নতুন বা বিচ্ছিন্ন দুর্ঘটনা নয়। চলতি বছরও একই ধরনের দুর্ঘটনার ঘটনা ঘটেছে। ২৫ জানুয়ারি জনতা স্টিলের একটি গ্রিন ইয়ার্ডে ফিটারম্যান জাহাজে কাজ করার সময় ট্যাংকের ঢাকনা খোলার পর্যায়ে বিষাক্ত গ্যাসের সংস্পর্শে আক্রান্ত হন। ১০ ফেব্রুয়ারি ফেরদৌস স্টিলে জাহাজ কাটার সময় কাটার টর্চের গ্যাস টিউবের গোড়া ফেটে আগুন ধরে এক কাটারম্যানের মুখমণ্ডলের একাংশ পুড়ে গুরুতর আহত হওয়ার ঘটনাও ঘটে। ২০২৪ সালের সেপ্টেম্বরে সীতাকুণ্ডে এসএন করপোরেশনের ইউনিট-২ ইয়ার্ডেএকটি তেলবাহী জাহাজ ভাঙার সময় বিস্ফোরণে ৭ জনেরও বেশি শ্রমিক নিহত হন। এগুলো কোনো অখ্যাত, ছোট বা বিধিবিধান না মানা (non-compliant) জাহাজভাঙা ইয়ার্ড নয়; বরং এগুলো সবই হংকং কনভেনশন স্বীকৃত গ্রিন শিপ রিসাইক্লিং ইয়ার্ড, যারা নির্ধারিত মানদণ্ড ও বিধিবিধান মেনে চলার দাবি করে।
প্রশ্ন হলো হংকং কনভেনশন বিধিসম্মত গ্রিন ইয়ার্ডে শ্রমিকদের নিরাপত্তা কেন নিশ্চিত করা যাচ্ছে না?
শিপভাঙা শিল্পের পক্ষ থেকে বিভিন্ন নিয়ন্ত্রণমূলক বিধিবিধানের বিরোধিতা করা হয়েছে। তাদের দাবি, এই শিল্পকে “লাল” (Red) শ্রেণিতে রাখা উচিত নয়; বরং এটিকে “কমলা” (Orange) শ্রেণিতে পুনঃশ্রেণিবদ্ধ করা উচিত। তারা আরও যুক্তি দিয়েছে যে, হংকং কনভেনশন কার্যকর হওয়ার ফলে আন্তঃসীমান্ত বর্জ্য পরিবহন নিয়ন্ত্রণসংক্রান্ত বাসেল কনভেনশনের (Basel Convention on the Control of Transboundary Movement of Waste) অধীনে তাদের ওপর আরোপিত নিয়ন্ত্রণগুলোর প্রয়োজন নেই।
কিন্তু বাস্তবতা হলো, তুলনামূলকভাবে দুর্বল হংকং কনভেনশনের মানদণ্ড মেনে চলার পরও আমরা দেখতে পাচ্ছি, এই শিল্পে মৃত্যুঝুঁকি নিয়ে কাজ করা শ্রমিকদের পেশাগত স্বাস্থ্য ও নিরাপত্তার পরিস্থিতির উল্লেখযোগ্য কোনো উন্নতি হয়নি।
আদালতের একাধিক আদেশ ও রায় এবং পরিবেশ ও শ্রমিক নিরাপত্তা-সংক্রান্ত আইন ও বিধিবিধান থাকা সত্ত্বেও যদি সেগুলো উপেক্ষা করে জাহাজভাঙা ইয়ার্ড পরিচালিত হয়, তাহলে এর দায় কার?
আমরা সীতাকুণ্ডে গ্যাস বিষক্রিয়ার ঘটনায় সরকারের তদন্ত কমিটি গঠনের উদ্যোগকে স্বাগত জানাই। তবে তদন্ত হতে হবে স্বাধীন, নিরপেক্ষ, স্বচ্ছ ও কার্যকর। তদন্ত কমিটিতে সংশ্লিষ্ট বিষয়ে দক্ষ ও অভিজ্ঞ বিশেষজ্ঞদের অন্তর্ভুক্ত করা জরুরি। উচ্চ আদালতের একাধিক আদেশ ও রায়েও এ ধরনের বিশেষজ্ঞ-সমৃদ্ধ তদন্ত কমিটি গঠনপ্রক্রিয়া বিষয়টি উঠে এসেছে।
শুধু তদন্ত করলেই হবে না।
দুর্ঘটনার জন্য দায়ী ব্যক্তিদের ও প্রতিষ্ঠানের দায় নির্ধারণ করতে হবে, আদালতের আদেশ ও রায় কার্যকরভাবে বাস্তবায়ন করতে হবে এবং ভবিষ্যতে এ ধরনের দুর্ঘটনা প্রতিরোধে কঠোর ও কার্যকর ব্যবস্থা নিতে হবে।
নিহত শ্রমিকদের পরিবারের প্রতি গভীর সমবেদনা এবং আহত শ্রমিক ও তাঁদের পরিবারের প্রতি আন্তরিক সহমর্মিতা জানাই।
জাহাজভাঙা শিল্পে শ্রমিকের জীবন কোনোভাবেই সস্তা হতে পারে না। ন্যায়বিচার নিশ্চিত করতেই হবে।

BELA mourns and condemns the fatal gas incident at Hong Kong Convention-compliant green ship recycling yard
This morning, on 14 August 2026, at Ferdous Steel Ship Breaking Yard in Sitakunda, Chattogram, at least nine workers were killed and another 10–12 workers fell ill or were injured after an outbreak of toxic gas while an old LNG carrier was being cut. Army and fire service rescuers halted their search inside the vessel around 5pm after detecting toxic gas and ruling that it would be unsafe for rescuers.
These types of fatalities are neither a new nor an isolated incident in the shipbreaking industry, often referred to as one of the world’s most dangerous jobs. Similar accidents have occurred earlier this year as well. On 25 January, a fitter at Janata Steel, a green ship recycling yard, was exposed to toxic gas while opening the cover of a ship’s tank. On 10 February, a cutter at Ferdous Steel suffered serious injuries, including burns to part of his face, when a gas tube connected to a cutting torch ruptured and caught fire during ship cutting operations. In September 2024, an explosion on an oil tanker being dismantled in SN Corporation’s Unit-2 Yard in Sitakunda killed more than 7 workers. These are not unknown, small or non-compliant shipbreaking yards, these are all green ship recycling yards recognised and meeting compliance with the Hong Kong Convention.
The question is: Why is worker safety still not being ensured at a green ship recycling yard recognised under the Hong Kong Convention?
The shipbreaking industry has pushed back against regulations, arguing that their industry should not be placed in the “Red” category and should be reclassified as “Orange”. They have argued that the Hong Kong Convention coming into force means there is no need for the controls they faced under the Basel Convention on the Control of Transboundary Movement of Waste. Yet we continue to see how compliance with the weaker Hong Kong Convention has done little to improve the occupational health and safety of the workers facing death in the industry.
Despite multiple court orders and judgments, as well as laws and regulations concerning environmental protection and worker safety, shipbreaking yards continue to operate in disregard of these requirements. Who should be held accountable? And what are those who will hold them accountable doing?
We welcome the government’s initiative to form an investigation committee into the toxic gas incident in Sitakunda. However, the investigation must be independent, impartial, transparent and effective. It is essential that the committee include independent qualified and experienced experts in the relevant fields. The need for forming expert-based investigation committees has also been highlighted in several orders and judgments of the High Court.
An investigation alone will not be enough.
Those responsible for the lives lost must be held accountable, court orders and judgments must be effectively implemented, and strong and effective measures must be taken to prevent such accidents in the future.
We express our deepest condolences to the families of the workers who lost their lives and our sincere sympathy to the injured workers and their families. Workers’ lives in the ship recycling industry cannot be treated as cheap or expendable.
Justice must be ensured. We want justice.
